4. Google says something else: "There's almost nothing a competitor can do to harm your ranking or have your site removed from our index." -- note the small word "almost". 
5. Sure you can pay. You can buy links, you can try to bribe a dmoz editor, your can send JLH lots of money (5+ digits USD$ works best) and he'll see what he can do. No guarantees, though.</description>
