Matt Cutts said things a bit clearer with:

In that case, you probably don't need to change anything. But if you're starting a new site, it's worth considering staying with dynamic parameters instead of doing large amounts of rewrites (which some webmasters do in unusual ways that don't always work well in search engines). That's my take, at least.
